Howard County Public Schools Master Agreement
“Over the past year and a half, HCPSS staff have worked tirelessly for the students and families they serve. These agreements recognize this hard work and represent a small step towards restoring relationships between the school board, administration and staff. We hope that the county government and HCPSS leadership will also work together this year to provide the necessary funds to achieve the project`s goals for Maryland`s future,” said Colleen Morris, President of HCEA. “Howard County`s educators and support staff are highly skilled and exceptionally dedicated, and have worked tirelessly to provide the best possible learning experience and meet the growing needs of students in response to the pandemic,” said HCPSS Superintendent Michael J. Martirano. “I am pleased that this cooperation agreement provides additional support to the employees to whom we entrust responsibility for the education and care of our students.” Both agreements include revised salary scales that reflect the two organizations` shared goals of increasing the compensation of teachers and assistants. Partial funding for negotiated agreements is included in the school system`s operating budget for fiscal year 2022, and the remaining funds will be provided from the school system`s general unallocated fund, subject to final approval by the district legislature. HOWARD COUNTY, MD – The Howard County Public School System and the Howard County Education Association`s certified unit and its Education Support Professionals Unit have entered into preliminary one-year agreements for the 2021-2022 school year. The agreements will come into effect retroactively from the beginning of the fiscal year that began on July 1, 2021, following the ratification and approval of funding. HCEA will hold a vote to ratify the agreements between 24 and 31 August. The Education Committee is expected to ratify and sign the agreement at its meeting on 2 September. .
